Narrative:
I was driving down Garden Grove Blvd in a brand new car only weeks old when i notice a person on my right (officer Baldwin) is pacing me at an equal speed of 35 MPH (the legal speed limit) as to be an aggressor or rival. She continues to pace me in a reckless manner driving with her neck turned completely to her left, breaking her neck to make a glarring eye contact with me, i was very intimidated by her wreckless and aggressive actions and so i slowed down to about 30 MPH and she is now passing me still glarring at me as if to look threw me (mad dogging). As she passes me to the right she has the opportunity to look on my windshield to notice that i have my registration sticker on the right hand corner of the windshield facing her. But she doesn't care to notice it. Instead now officer Baldwin slows down after passing me to pace me again and continue her intimidation tactics. Shortly after she pulls behind me and lights me up. I pull over and she asks me for my drivers license and registration. I explained to her that it is a brand new car and the registration is on the winshield right hand corner (pointing). As she holds my DL hostage in her hand she now begins to ask me personal questions; where are you coming from why are you driving on this street, why are you going this way, what is the address you are going to, etc. I answered her questions and ask her "i am Free to go" because she is now engaging in personal conversation with me. She answers me " does it look like your free to go" refusing to answer my question. She then ask me whats in my car and if i have anything illegal in my car. I said no. She then ask me if i don't have anything illegal in my car, do i mind if she searchers it? I politely told her no id rather not, I'm in a hurry to get home. She then asks me if i have any warrants or if I'm on probation or have ever been arrested, i said no. At this point i have been illegally detained (Florida v. Bostick, 501 U.S. 429 (1991)). [When the police detain a person for any length of time, it is a "seizure" within the meaning of the Fourth Amendment] She then proceeds back to her vehicle as i stay waiting another 20 minutes while she is running me through her MDT probably looking for field cards on me or other "reports", detaining me looking for any reason to possibly arrest me. She returns with my drivers license and hands it to me through the window. I asked her where the police department is , she asked me why (at this point Baldwin is now tapping her fingernails on the roof of my vehicle unknowingly causing damage to the paint paint of my brand new car with the metal band of her watch, effectivly scratching the paint!). I told her because i want to speak to the watch commander. She asked my why do i want to speak to the watch commander for? I said because you never told me why i was stopped. She replies i stopped you for having no license plates. I replied its a 2 week old car and i explained the sticker is on the windshield. She then gave me false directions to the police department and i drove in the wrong direction aimlessly looking for the department. I called 411 to get direction and find out she had me drive many miles in the wrong direction. I finally find the department and ask to speak with the watch commander. They send out the Sergent to speak with me. I put out my hand to great the officer and introduce myself. The Sergent refused to shake my hand and asked "what do you want" i explained to him the situation and that i was stopped for no reason. He said no you were stopped for no plates and sided with the officer using a very condescending and vain demeanor. He then proceeded to call me a liar and told me i was being recorded and made a gesture to his belt as if to intimidate me that he had a belt recorder and was recording me without my permission.
I was stopped because the officer didn't like my appearance. Even though i was wearing a new Armani suit and collared shirt driving a new $ 45,000 car i did have a suspicious "Mohawk" hair cut. This prompted the officer to harass and intimidate me, eventually stopping and detaining me. She didn't tell me why i was stopped upon initially making contact with me, instead she was probing for other reasons to make an arrest. She could have simply looked on the windshield for registration to see it was a new car and let me go. This type of Nazi/fascist behavior is typical of orange county. This is fascist discrimination and it needs to stop. This officer wasted hours of my time.
I am requesting the officer and supervisor be repremanded and recieve retraining. I am also demanding a personal appology from officer Baldwin.
